Across SR 100: What's Actually Opening at The Promenade, and When

The parking lot behind The Promenade has finally been paved and striped. In late September, FlaglerLive photographed that new asphalt, along with a "for lease" sign it called "a familiar sign." The three buildings nearest Bulldog Drive were weeks away from their first apartment tenants. The other half of the six-building project was still an off-limits construction zone.

For Seminole Woods, the project is just across the highway. Seminole Woods Parkway meets State Road 100 at the same light where Town Center Boulevard heads north, a pairing the regional planning agency used as the name of the intersection in its traffic study. The Promenade sits at 890 Central Ave on the far side of that light. The Promenade is set to open one storefront at a time, with no grand opening scheduled, and the businesses signed so far are built for mornings, workouts and errands, not late dinners.

The Six Leases, Storefront by Storefront

On Oct. 1, the Palm Coast Observer published the project's announcement of six signed tenants. Here's what each one is, combining that announcement with FlaglerLive's reporting on who's behind them:

  • 6th Street Deli. The Flagler Beach restaurant is opening a second location here. Its original shop is at 109 6th St S, Suite 100, in Flagler Beach. The Town Center menu is described as kettle-boiled New York-style bagels baked daily, deli sandwiches, Lavazza coffee drinks, homemade desserts and an Italian dry goods shelf with olive oils and pastas. It will have indoor and patio seating.
  • Fleet Feet. This specialty running store plans fun runs and walks, training groups and in-store seminars along with its footwear and apparel.
  • The SIM Lounge Golf & Sport. An indoor golf simulator and multi-sport venue owned by Palm Coast resident Dorian Adams.
  • AdventHealth Sports Rehab. A sports rehabilitation and physical therapy clinic, and the company's newest of more than a dozen such locations in Central Florida.
  • Enchanted Medical Aesthetics. A boutique spa with two existing locations in Volusia County, in Ormond Beach and DeLand.
  • Grandpa Joe's Candy Shop. A nostalgic candy franchise with stores in The Villages and Ocala.

That lineup gives you a breakfast-and-lunch deli, a running store that organizes group runs, a physical therapy clinic, a spa, a candy shop and an indoor golf venue. Of the six, only the simulator lounge reads as an evening outing. The deli is the only place to sit down and eat.

The Evening Anchor Is Still Missing

That daytime tilt is not what the project set out to be. The leasing team and the city both made a taproom, pub or bar a priority. According to FlaglerLive, a request for proposals the city issued earlier this year for the 5,250-square-foot space "drew no interest."

Two other deals fell through. Thai and I, the Bunnell restaurant, had been slated for the Promenade and chose a different Bunnell location instead, moving into the old Chicken Pantry building on State Road 100. A veterinary clinic also withdrew. The Flying Biscuit Cafe was in talks with the brokers in April, and FlaglerLive called that possibility "unclear" as of Sept. 22.

The same FlaglerLive report offered an explanation for why restaurants hesitate. Operators may fear Town Center doesn't yet have enough customers to support the big space, while the SR 100 restaurant corridor offers visibility and traffic that "seldom dies as it does in Town Center at night." Anyone driving home from SR 100 after dark has seen both sides of that comparison.

Even the size of the retail space depends on who you ask. FlaglerLive described 68,000 square feet of commercial space, and the leasing release that same week listed 53,000. FlaglerLive also pointed out that the four businesses announced in April would have filled a little more than a fifth of the space. Six signed leases still leave a lot of empty storefront.

Reading the Calendar Honestly

The commercial leasing agent described the core challenge to FlaglerLive this way:

"It's hard to sell a space in a hard hat with no walls and no ceiling."

Here's the sequence so far, with every soft date labeled as soft:

  1. July 2024. The project breaks ground with a plan to open its shops, restaurants and 204 apartments in May 2026.
  2. April 2026. FlaglerLive reports the first handful of leases. The city manager put the number at four businesses.
  3. Sept. 22, 2026. No business is open and no grand opening is scheduled. A city spokesperson tells FlaglerLive that a grand opening had been discussed for months but "they kept delaying it." The leasing agent estimates stores will open in "between 45 and 60 days."
  4. Oct. 1, 2026. The six tenants are formally announced. The announcement gives no opening dates.
  5. Oct. 6, 2026. The Daytona Beach News-Journal reports that the leasing agent expects more deals.
  6. Roughly Nov. 6 to Nov. 21, 2026. This is where the 45-to-60-day estimate lands if you count from Sept. 22. It's our arithmetic on the leasing agent's estimate. None of the six businesses has confirmed it.

The leasing agent also told FlaglerLive there are "several" letters of intent and that another announcement should come in 30 to 60 days. The likeliest picture for the rest of the fall is one or two doors opening at a time, starting near Bulldog Drive, with more tenant names announced before the remaining buildings are finished. Since the six announced tenants include no bar or full-service restaurant, the next announcement is the one that will tell you what Town Center evenings look like.

What Town Center Already Offers After Dark

The new storefronts are going up on a block that already has an evening calendar, and the city runs it on public land.

Beats & Eats at The Stage at Town Center. The Stage is at 1500 Central Avenue, a short walk down the same street from the Promenade's address. The City of Palm Coast lists two more Beats & Eats nights this month, both from 6 to 8 p.m. Stealing Vanity plays Thursday, Oct. 15, and Chillula plays Thursday, Oct. 22. Each night has food trucks, vendors, yard games, and beer and wine.

Epic Theatres of Palm Coast. The theater at 1185 Central Ave. held a ribbon-cutting for its renovated auditoriums in August 2025, according to the Palm Coast Observer. For now, it's the steady nighttime draw on Central Avenue.

The Tree Lighting Ceremony at Central Park. On Saturday, Nov. 28, from 6 to 9 p.m., the city holds its Tree Lighting Ceremony at Central Park in Town Center. The event kicks off the Rotary Club of Flagler County's 21st Annual Fantasy Light Festival, with food trucks, Santa's Village, a Letters to Santa station, children's crafts and photos with Santa. The Rotary's own Fantasy Lights page still shows an older schedule, so check the city listing for 2026 details.

If the leasing agent's estimate holds, the tree lighting falls about a week after the latest date in that 45-to-60-day window. That makes Nov. 28 the first big Town Center crowd that could have a new storefront or two open nearby. Until then, an evening in Town Center for Seminole Woods means the same things it did before the Promenade went up: a concert at The Stage, a movie at Epic, and a short drive back across SR 100.
